Installation of a Blended Renewable Power Source for Jost Van Dyke

Tender Ref. Number: 1 of 2025

The British Virgin Islands Electricity Corporation is inviting interested parties to submit a proposal to provide the island of Jost Van Dyke in the Virgin Islands with a blended renewable power source capable of allowing for at least 10 Mwh of energy use by the island’s residential and commercial community daily. Peak load can be anticipated to be 500KW. The system must be expandable up to at least 2MW peak load produced within two years after it first becomes operational. The system will be tied to the British Virgin Islands Electricity Corporation’s power grid that currently exists on Jost Van Dyke. Special consideration should be given to the BVI’s location in the tropical hurricane belt and it must be able to withstand category five hurricane force winds. The system must be able to produce peak load capacity within 24 hours after a severe weather event (hurricane) and must be in full operation at least six hours before the arrival of such an event. The Corporation will be open to various commercial arrangements ranging from outright procurement and purchase of the system by BVIEC, to a power purchase arrangement with an independent power producer.

Instructions to Tenderers

Tenderers are required to furnish the following:

  1. contact sheet with name of contact person, telephone and email address.
  2. A detailed Work Programme and Method Statement showing the order in which the works are to be executed, timelines for completion and the rates of progress.
  3. Concept design.
  4. Roster of people to be used on the project and details of their relevant experience. At least one person should be NABCEP certified or similar.
  5. A List of projects undertaken by the Tenderer within the past (5) years that demonstrate the Tenderer’s experience in delivering similar projects.
  6. A list of Current Contract Commitments/Work in Progress.
  7. A copy of a valid applicable Trade License or equivalent and copies of Good Standings or equivalent in the bidder’s home jurisdiction.

Material Specifications:

  1. Provide detailed specifications of materials and equipment to be used, including type, grade, source and technical specifications.
  2. Ensure all materials meet relevant standards and certifications.

Timeline:

  1. Include a detailed construction/installation schedule outlining key milestones and completion dates.
  2. Specify lead times for material procurement and any potential delays.

Cost Estimate:

  1. Provide a comprehensive cost estimate, including labor, materials, equipment, and any other associated costs.
  2. Detail any contingencies and allowances.

 Insurance and Compliance:

  1. Ensure compliance with all local regulations and building codes.
  2. Provide proof of insurance coverage, including worker’s compensation and liability insurance.

Financial Capacity

  1. Bidders must provide documentation of financial stability, such as: Recent financial statements (balance sheets and income statements)
  2. Bidders should disclose their funding sources and any financing arrangements that may impact project delivery.
  3. Bidders must outline their plans for managing financial risks, including: contingency budgeting for unforeseen expenses. Strategies for maintaining project cash flow.

Warranty:

  1. Specify the warranty period for the completed project and any associated components.
  2. Detail the terms and conditions of the warranty.

Any other materials required to be completed and submitted in accordance with the Instructions to Tenderers embodied in these Tender Documents.

Failure to comply with any of the instructions concerning the completion and submission of these documents may render (at BVIEC’s absolute discretion) the Tender non-responsive.

The Procurement process will be conducted through the International Competitive Bidding (ICB) process.

Submission of Tenders

Please submit tenders to BVIEC (electronically at bviecgm@bvielectricity.com) or physically at our Long Bush Office no later than 10:00 a.m. local time on May 15, 2025.  Tenders will not be acknowledged after this date and time.
